The Independent Consumer and Competition Commission (ICCC) would like to inform all Public Motor Vehicle (PMV) operators and the general public that students should be charged concessional fares for PMV services throughout PNG.

Students/school children from lower primary (Elementary/Grade 1) to upper secondary (Grade 12) should be only paying 50% of the approved adult fares; while students in tertiary institution (Universities/ colleges) are expected to pay 25% of the approved adult fares.

The current approved adult fare is K0.90. This has not changed. This fare is currently under review as part of the 2019 PMV and Taxi Fares Review which will result in new fares set for the period January 2020 – December 2024.

The ICCC calls on students, guardians and the general public to come forward and report PMV buses that are over charging.

When being over charged by PMV buses, please note the following details about the PMV bus involved and provide these to the ICCC:

  • General description
  • The route number
  • The plate number
  • The fares charged
  • Key details of conversation held with the driver/crew or comments made by them

PMV operators are advised to comply with these concessional arrangements and should note that overcharging students is an offence under the Prices Regulation Act.

As done in the past, the ICCC will not hesitate to prosecute offending PMV bus operators through the courts.
