ICCC is seeking qualified and experienced persons for the two vacant positions at the ICCC Head Office in Port Moresby.

1. ANALYST– Regulated Industries and Productivity Division

The Analyst is required to collate, assess and analyse raw data or any information pertaining to the economic regulation of the declared regulated industries and entities and economic infrastructure in order to enhance effective and efficient regulatory oversight.

Interested applicants must possess the following requirements to be considered for the position:

  • Bachelor Degree in Economics or Business Management;
  • Fair understanding of the legal mandate of the ICCC under the Independent Consumer and Competition Commission Act 2002 and all other relevant related legislations;
  • Understanding of Regulatory Contracts, Industry Act, Codes and Licensing;
  • Sound knowledge of Government agencies, particularly those with responsibilities relating to regulated entities;
  • Appreciation of company and statutory by-laws of state-owned entities;
  • Knowledge and understanding of Government economic policies and legislations;
  • Must have sound planning and organizational skills;
  • Sound time management skills and ability to work under pressure to deliver against deadlines;
  • Sound analytical skills;
  • Good inter-personal skills and team player;
  • Sound written and oral communication skills;
  • At least 2 years of work experience in a regulatory environment or equivalent; and
  • Must be of sober habits and have no record of bad debts or financial misconduct from previous employment.

2. ANALYST– Mergers and Adjudication, Competition Law Enforcement Division

The Analyst will be responsible for conducting investigations, and collecting relevant information and evidence in the investigation of alleged anti-competitive mergers and acquisitions, as well as assist in the processing of applications for clearance and authorisations.

Interested applicants must possess the following requirements to be considered for the position:

  • Bachelor Degree in Economics;
  • Fair understanding of the legal mandate of the ICCC under the Independent Consumer and Competition Commission Act 2002 and all other relevant related legislations;
  • Fair understanding of the competition functions of the ICCC;
  • Fair knowledge on regional competition issues, cases, and legislations;
  • Relevant knowledge and understanding of PNG industries and businesses and applicable laws;
  • Sound knowledge of Government agencies, responsible for oversight of business and investments in PNG;
  • Must have sound planning and organizational skills;
  • Sound time management skills and ability to work under pressure to deliver against deadlines;
  • Sound research and analytical skills;
  • Good inter-personal skills and team player;
  • Sound written and oral communication skills;
  • At least 2 years of work experience in a regulatory environment or equivalent; and
  • Must be of sober habits and have no record of bad debts or financial misconduct from previous employment.

3. 2x INVESTIGATION OFFICERS – Consumer Protection Division

The Investigation Officer will be responsible for monitoring, surveillance, and enforcement actions for possible breaches of the Consumer Protection and other functions of the ICCC under its legislations in particular the ICCC Act, Price Regulation Act.

Interested applicants must possess the following requirements to be considered for the position:

  • Bachelor Degree in Business/Commerce, Science, or Food Technology;
  • Fair understanding of the legal mandate of the ICCC under the Independent Consumer and Competition Commission Act 2002 and all other relevant related legislations;
  • Understanding of Government agencies, particularly those with responsibilities relating to goods and services standards and consumer rights;
  • Sound research and analytical skills;
  • Must be able to multitask;
  • Sound time management skills and ability to work under pressure to deliver against deadlines;
  • Sound report writing skills;
  • Good inter-personal skills and team player;
  • Excellent written and oral communication skills;
  • At least 2 years of work experience in a similar or related role; and
  • Must be of sober habits and have no record of bad debts or financial misconduct from previous employment.

4. LEGAL OFFICER – Legal Services and Secretariat Unit

The Legal Officer is responsible for providing support to the Senior Legal Officer with soliciting and litigation of all administrative and technical matters concerning the work and mandate of the ICCC.

Interested applicants must possess the following requirements to be considered for the position:

  • Bachelor of Law Degree with current Practicing Certificate;
  • Knowledge of the legal mandate of the Commission under the ICCC Act 2002 and all relevant and related legislation;
  • Knowledge and understanding of laws and legislations relating to the work and mandate of the ICCC;
  • Knowledge of Government agencies, responsible for oversight of consumer and competition related legislations and policies;
  • Relevant knowledge and experience of Public Service General Orders and Employment Act;
  • Must have sound planning and organizational skills;
  • Sound interpretation of laws and legal concepts;
  • Sound time management skills and able to work under pressure to deliver against deadlines;
  • Good inter-personal skills and team-player;
  • At least 3 years work experience in a regulatory environment or equivalent;
  • Must have at least 5 years of litigation experience; and
  • Must be of sober habits and have no record of bad debts or financial misconduct from previous employment.

5. EXECUTIVE ASSISTANT – Legal Services and Secretariat Unit

The Executive Assistant – LSSU will be responsible for efficient administration and execution of all administration matters for the Corporate Secretary, and the Legal Services and Secretariat Unit.

Interested applicants must possess the following requirements to be considered for the position:

  • Minimum of Grade 12 formal education qualification with a certificate or diploma in advanced secretarial and/or administerial studies from a recognised institution;
  • Sound knowledge and demonstrates experience in legal office administration procedures and steno-secretarial duties and responsibilities;
  • Sound knowledge and experience in minute-taking at Board meetings;
  • Sound knowledge and experience in compiling and organizing board meeting correspondence;
  • Possesses excellent verbal and written communication or shorthand skills;
  • Must have sound planning and organizational skills;
  • Sound time management skills and able to work under pressure to deliver against deadlines;
  • Good inter-personal skills and team-player;
  • 3 – 5 years’ work experience as a legal secretary or a similar role; and
  • Must be of sober habits and have no record of bad debts or financial misconduct from previous employment

6. HUMAN RESOURCE SUPPORT OFFICER – Finance and Administration Division

The Human Resource Support Officer will be responsible for assisting Manager HR and the HR Branch with its administrative and operational duties.

Interested applicants must possess the following requirements to be considered for the position:

  • Diploma in Human Resources (with 2 to 5 years of HR work experience), or a recent Bachelor in Human Resources graduate;
  • Have proven ability to interpret various policies and procedural guidelines relating to HR functions;
  • Proven ability to handle administrative tasks such as record keeping, data entry, management of HR files and records;
  • Must be a self-starter;
  • Must be able to multitask;
  • Must have sound planning and organizational skills;
  • Sound time management skills and able to work under pressure to deliver against deadlines;
  • Good inter-personal skills and team-player;
  • Sound oral and written communication skills;
  • More than 2 years of work experience in Human Resources desired. New graduates are encouraged to apply; and
  • Must be of sober habits and have no record of bad debts or financial misconduct from previous employment.
