We are Papua New Guineas’ principal economic regulator and consumer watchdog. Our primary role is to administer and implement the ICCC Act and other related legislation. The ICCC performs a number of functions including administration of price regulation, licensing, industry regulation, and other matters outlined under the ICCC Act or any other act.

The Primary Objectives of the ICCC
- Enhance the welfare of the people of Papua New Guinea (PNG) through the promotion of competition, fair trading, and the protection of consumers’ interests;
- Promote economic efficiency in industry structure, investment, and conduct; and
- Protect the long-term interests of the people of PNG with regard to the price, quality, and reliability of significant goods and services.
Our role also includes issuing, administering, and enforcing regulatory contracts; promoting and protecting the interests of consumers and businesses in relation to the acquisition and supply of goods and services; making available information about matters affecting consumers and businesses; investigating complaints concerning matters affecting or likely to affect the interests of consumers and businesses to enforce compliance with related laws; promoting and protecting competition in the market; monitoring the operation of, and reviewing from time to time, codes and rules relating to the conduct or operation of regulated entities; advising and making recommendations to the Treasury Minister about any matters referred to the ICCC by the Minister; and to advise and make recommendations to the Minister about any matter connected with the ICCC Act.
The ICCC Goals
- To promote and protect the bona fide interests of consumers with regard to price, quality, and reliability of goods and services;
- To ensure that users and consumers (including low-income or vulnerable consumers) benefit from competition and efficiency;
- To promote and encourage competitive and fair trading practices;
- To ensure timely assessment of clearance and authorization applications;
- To monitor the marketplace to prevent abuse of market power or other breaches of the Act;
- To promote and encourage the efficient operation of industries and efficient investment in industries;
- To ensure that regulatory decision-making has regard to any applicable health, safety, environmental, and social legislation;
- To ensure effective administration of the Trade Measurements Act;
- To ensure that issues raised at the Consumer Products Consultative Committee (CPCC) are effectively followed up;
- To seek effective outcomes for consumers’ complaints;
- To ensure timely assessment of regulatory reviews;
- To ensure consistency with regulatory outcomes;
- To identify new industries for possible regulation or de-regulation;
- To ensure continuous improvement in Commission decision-making processes;
- To continuously develop ways of meeting ICCC’s present and future litigation needs and skills;

Mr Roy N Daggy
Commissioner & CEO
Roy Nunts Daggy is a distinguished executive with over two decades of expertise in public policy, energy economics, and utility regulations. He has built a career that bridges public, private, and donor sectors—12 years in government, 6 years in industry, and 2 years in international development. His career includes occupying senior advisory roles under the Australian-funded Economic and Social Infrastructure Program (ESIP), delivered by DT Global where he advanced energy sector reforms within the PNG-Australia Partnership. He once served in PNG Power Limited as the Senior Manager for Tariff Regulations and frequently acted as Executive General Manager over a five-year tenure. Roy was also an Executive Manager for Regulated Industries within the ICCC after serving as a Senior Economist at the PNG Treasury. Mr. Daggy contributes to international regulatory and energy dialogues. He serves on the Advisory Board of the Asia Pacific Regulatory Center (Fiji) and the APEC Sustainable Energy Centre (APSEC) in Tianjin, China. He is also the Founder of the Manda Community Development Foundation Inc., a grassroots non-profit, and sits on the Boards of Harvest for Christ Ministry Inc. and Waghi Mek Plantation Ltd in PNG.
Mr. Daggy’s profile reflects a rare combination of technical expertise, strategic leadership, and community impact. His work continues to influence regulatory excellence, energy transition strategies, and sustainable development initiatives across the Asia-Pacific region.
He holds a Master of Energy (Second Class Honours, First Division) from the University of Auckland, New Zealand, and a Bachelor of Economics (First Class Honours) from the University of Papua New Guinea (PNG).
Mr Jack Timi
Associate Commissioner - Resident
Jack has served the ICCC since 2009. In 2013 he was appointed as the Executive Manager for the Regulated Industries Division where he was responsible for the economic regulation of certain state-owned enterprises like PNG Ports PNG, Power Limited, Motor Vehicle Insurance Limited and Post PNG, and the regulation and licensing of Independent Power Producers within the electricity industry. In 2017 he commenced serving as the Executive Manager for the Prices and Productivity Division where he was responsible for the prices regulation of water and sewerage services of Water PNG and Eda Ranu, fuel sold at retail service stations, stevedoring and handling services and, the price monitoring of rice, flour and sugar. He was also responsible to administering price orders that were issued by the Controller of the National Pandemic Office during the covid-19 pandemic. After serving the ICCC for over 15 years, he was appointed as the ICCC fulltime Associate Commissioner Resident (ACR) in December 2024.
Mr Marcus Bezzi
Associate Commissioner Non - Resident
Marcus was the Chief Advisor to the Competition Taskforce at the Australian Treasury Department, providing advice on merger law reform and National Competition Policy. He also served as the Executive General Manager at the Australian Competition & Consumer Commission (ACCC) overseeing economic and legal services, data analytics and international engagement from 2021 to 2023. He also led enforcement, market studies, international engagement including establishment of the criminal cartel program and participated in the International Competition Network and OECD meetings. At the ACCC Marcus oversaw or was involved in ACCC market studies in energy (East Coast Gas), Agriculture (Dairy, Perishable goods, Murray Darling Water), Financial Services (Home Mortgage interest rates, Foreign Exchange, Digital platforms (eight reports over five years). He has experience as a government and private sector lawyer, serving as General Counsel at the Australian Communications and Media Authority for three years and leading the AGS competition law practice for five years. Before joining the Attorney General’s Department in 1991, he had five years as a lawyer in private practice.

Corporate Secretary & Legal Counsel
Jason Henry Sirue is the Corporate Secretary and Legal Counsel at the Independent Consumer and Competition Commission (ICCC). He is a certified lawyer with over 11 years of legal practice and professional experience in Papua New Guinea. His areas of expertise include competition law, consumer protection law, economic regulation, commercial and corporate law, regulatory compliance, litigation and prosecution, legislative and policy development, corporate governance and public sector law. Jason leads the Commission’s Legal Services and Secretariat Unit and provides strategic legal, governance, and advisory support to the Commission Board, Commissioner & Chief Executive Officer, and senior management. His responsibilities include advising on corporate governance, statutory compliance, risk management, regulatory and enforcement matters, contracts and negotiation, legislative reform, policy development, regulatory investigations, litigation and institutional governance. He holds a Bachelor of Laws (LLB) from the University of Papua New Guinea.
Mrs Jacqueline Atua - Waffi
Executive Manager - Consumer Protection Division
Jacqueline Atua Waffi is a senior regulatory professional with more than 18 years’ service within the ICCC. She provides strategic leadership in the development and implementation of consumer protection initiatives across Papua New Guinea Jacqueline has worked extensively in the areas of consumer protection, competition, price regulation and industry regulation. She is also involved in strengthening stakeholder engagement, regulatory systems, enforcement approaches and consumer protection awareness. She serves as Co-Chair of Consumer Protection within the Pacific Islands Network of Competition, Consumer and Economic Regulators (PINCCER), contributing to regional cooperation and the exchange of regulatory knowledge and experience in consumer protection workstream.
She holds a Bachelor’s Degree in Law (LLB) from the University of Papua New Guinea.
Mrs Stella Mirisa Kora
Executive Manager - Regulated Industries & Productivity Division
Stella Kora, a Senior ICCC Regulatory Analyst (Economist by profession) with 18+ years of experience managing regulated State-Owned Enterprises, designing industry review projects, from conceptualization to delivery. Skilled with quantitative analysis, market and research ability, sound knowledge in economic regulation and competition markets in PNG. Project overseer in successful delivery of respective Regulatory Contracts for Post PNG, PNG Ports, MVIL, PNG Power and other special inquiries and projects such as the recent Aviation Industry Inquiry.
Stella holds a Bachelor of Economics Degree at the University of PNG and a Masters in Economics (International Economics) from the James Cook University, North Queensland, Australia.
Mr Thomas Vue
Executive Manager - Prices Regulation Division
An Economic Analyst with a demonstrated history of working with ICCC for more than 10years. He is skilled and knowledgeable in Merchant Shipping operations, International Economics, and Regulatory Economics, specializing in Consumer Protection, Pricing, and Infrastructure Regulation. Thomas is a strong strategic and operations professional with a Master’s degree focused in Economics, from James Cook University, Australia.
Mr Steven Sugl
Executive Manager - Competition Law Enforcement Division
Steven has been heading the Competition Law Enforcement Division since 2013. He graduated from the University of Papua New Guinea in 2007; and holds a Bachelor of Economics Degree. Since joining the Commission in 2009, Steven worked on various Business Mergers and Acquisitions applications; investigations into Cartels and Restrictive Trade Practices. As part of his current responsibility, he also involves in the review of proposed legislative and policy changes that may impact on market competition.

Executive Manager - Finance & Administration Division
Igo has an extensive experience in financial management, administration and corporate operations. He has been with the Commission for more than 11 years which saw him moving up from a Finance Manager. Through his commitment and professional growth, he now oversees the Finance and Administration division in providing strategic leadership in financial management and administration, supporting the Commission’s organizational objectives and effective delivery of its mandate.
He holds a Bachelor’s Degree in Commerce and Information Technology from the Papua New Guinea University of Technology.
