The Independent Consumer & Competition Commission (ICCC), PNG’s Premier Economic Regulator and Consumer Watchdog; invites applications from suitably qualified and experienced candidates for the following positions at its Head Office in Port Moresby.

1. Manager Finance – Finance and Administration Division

The Manager Finance is responsible for effectively managing the Commission’s financial and accounting functions, including financial management, budgeting, reporting, compliance, and providing sound financial advice to Management and the Commission

Key Selection Criteria

Applicants must possess:

• A Bachelor’s Degree in Accounting;
• Extensive knowledge and experience in financial management, budgeting and related functions, including sound knowledge of the Public Finances (Management) Act 1995 and relevant public sector financial requirements;
• Extensive knowledge and experience in the management, administration and operations of staff and organizational assets;
• Demonstrated experience in budget preparation, monitoring and financial management;
• Strong technical, administrative and managerial skills, including the ability to supervise staff and provide effective written and oral presentations;
• Sound knowledge and experience in preparing and providing financial reports to Management and the Board;
• Demonstrated experience in conducting periodic financial reviews, implementing policies and supporting effective performance management systems, including staff training, development, coaching and mentoring;
• Experience in auditing and audit preparation;
• Strong planning and organizational skills;
• Effective time management skills and the ability to work under pressure and meet deadlines;
• Strong analytical and problem-solving skills;
• Good interpersonal and team leadership skills;
• Excellent written and oral communication skills; and
• At least five (5) years’ experience in financial operations and management.

2. Principal Analyst – Ports & MVIL, Regulated Industries and Productivity Division

The Principal Analyst – Ports & MVIL is responsible for providing economic and technical analysis, regulatory oversight and advice in relation to Ports Services and MVIL.

Key Selection Criteria

Applicants must possess:

• A Bachelor’s Degree in Economics, Commerce, Business Management or a related discipline;
• A sound understanding of the legal mandate and functions of the ICCC under the Independent Consumer and Competition Commission Act 2002 and other relevant legislation;
• A sound understanding of regulatory contracts, industry legislation, codes and licensing requirements;
• Sound knowledge of Government agencies, particularly those with responsibilities relating to regulated entities;
• An appreciation of company and statutory requirements applicable to State-owned enterprises;
• Knowledge and understanding of Government economic policies and relevant legislation;
• Strong planning and organizational skills;
• Effective time management skills and the ability to work under pressure and meet deadlines;
• Strong analytical and problem-solving skills;
• Good interpersonal and teamwork skills;
• Excellent written and oral communication skills; and
• At least two (2) years’ experience in a similar role or in an economic or regulatory environment.

3. Analyst - Regulated Industries and Productivity Division

The Analyst is responsible for collecting, assessing and analysing data and other information relating to the economic regulation of declared regulated industries, regulated entities and economic infrastructure to support effective and efficient regulatory oversight.

Key Selection Criteria

Applicants must possess:

• A Bachelor’s Degree in Economics, Commerce, Business Management or a related discipline;
• A good understanding of the legal mandate and functions of the ICCC under the Independent Consumer and Competition Commission Act 2002 and other relevant legislation;
• Sound knowledge of Government agencies, particularly those with responsibilities relating to regulated entities;
• Knowledge and understanding of Government economic policies and relevant legislation;
• Strong planning and organisational skills;
• Effective time management skills and the ability to work under pressure and meet deadlines;
• Strong analytical and problem-solving skills;
• Good interpersonal and teamwork skills;
• Excellent written and oral communication skills; and
• A demonstrated ability to work effectively both independently and as part of a team.

4. Legal Officer - Legal Services and Secretariat Unit

The Legal Officer is responsible for providing legal support to the Senior Legal Officer on legal, administrative, and technical matters arising from the work and statutory mandate of the ICCC, including litigation and related legal proceedings.

Key Selection Criteria

Applicants must possess:

• A Bachelor of Laws Degree and a current practising certificate;
• Knowledge of the legal mandate and functions of the ICCC under the Independent Consumer and Competition Commission Act 2002 and other relevant legislation;
• Knowledge and understanding of laws and legislation relevant to the work and mandate of the ICCC;
• Knowledge of Government agencies responsible for the administration and oversight of consumer and competition-related legislation and policies;
• Relevant knowledge and experience of Public Service General Orders and the Employment Act;
• Strong planning and organisational skills;
• Sound ability to interpret legislation, laws and legal concepts;
• Effective time management skills and the ability to work under pressure and meet deadlines;
• Good interpersonal and teamwork skills;
• At least three (3) years’ experience working in a regulatory environment or equivalent; and
• At least five (5) years’ litigation experience.

5. Executive Assistant – Legal Services and Secretariat Unit

The Executive Assistant – LSSU is responsible for providing efficient, confidential and professional administrative and executive support to the Corporate Secretary and the Legal Services and Secretariat Unit.

Key Selection Criteria

Applicants must possess:

• A Diploma in Advanced Secretarial and/or Administrative Studies from a recognised institution;
• Sound knowledge and demonstrated experience in office administration procedures and secretarial duties;
• Sound knowledge and experience in minute-taking for divisional, management and other meetings;
• Demonstrated experience in compiling, organising and managing meeting correspondence and documentation;
• Excellent verbal and written communication skills, including shorthand skills where applicable;
• Strong planning and organisational skills;
• Demonstrated ability to provide high-level administrative support to legal executives, lawyers and Board/Secretariat functions;
• Demonstrated ability to manage executive calendars, schedule appointments and coordinate meetings effectively;
• Demonstrated ability to provide timely and professional support in arranging domestic and international travel, including flights, ground transportation and accommodation, and preparing comprehensive travel folders and itineraries;
• Demonstrated ability to proofread, and redline legal documents, correspondence, presentations, meeting papers and memoranda, ensuring accuracy, appropriate formatting and adherence to required standards;
• Demonstrated ability to handle highly confidential and sensitive information, including privileged legal matters, strategic business information and personnel matters, with the highest level of discretion and integrity;
• Effective time management skills and the ability to work under pressure and meet deadlines;
• Good interpersonal and teamwork skills; and
• At least two (2) years’ work experience as an Executive Assistant or in a similar role.

6. Executive Assistant – Competition Law Enforcement Division

The Executive Assistant – CLED is responsible for providing efficient, confidential and professional administrative and executive support to the Executive Manager – CLED and the Competition Law Enforcement Division.

Key Selection Criteria

Applicants must possess:

• A Diploma in Advanced Secretarial and/or Administrative Studies from a recognised institution;
• Sound knowledge and demonstrated experience in office administration procedures and secretarial duties;
• Sound knowledge and experience in minute-taking for divisional, management and other meetings;
• Demonstrated experience in compiling, organising and managing meeting correspondence;
