ICCC is seeking qualified and experienced persons for the two vacant positions at the ICCC Head Office in Port Moresby.
1. LEGAL OFFICER
Reporting directly to the Senior Legal Officer (‘SLO’), the Legal Officer is required to provide support to the SLO within the Legal Services and Secretariat Unit (‘LSSU’) with soliciting and litigation of all administrative and technical matters concerning the work of the ICCC. This includes but is not limited to providing legal advice as well as defending the ICCC’s decisions on matters concerning its roles and functions in finance, human resources, accounting, consumer protection, competition, price and industry regulation. The incumbent will also assist in the litigation of matters concerning external clients such as businesses and consumers, as well as liaising and collaborating with relevant Government agencies on ICCC’s roles and functions performed under the Independent Consumer and Competition Commission Act 2002.
Any interested applicant/s must possess the following qualifications to be considered for the position:
- Bachelor of Law Degree;
- Current Lawyer Practicing Certificate;
- Knowledge of the legal mandate of the ICCC under the ICCC Act 2002 and all relevant legislation;
- Knowledge of other Government agencies, responsible for providing oversight of consumers’ interests, pricing, industry regulation and competition-related laws;
- Knowledge of regional and global organisations relating to providing consumer protection, industry regulation, competition and trade regulations;
- Knowledge of PNG industries and businesses and applicable laws;
- Knowledge of Public Service General Orders;
- Must have sound planning and organizational skills;
- Sound interpretation of laws and legal concepts;
- Sound time management skills and ability to work under pressure to deliver against deadlines;
- Good inter-personal skills and team player;
- At least 3 years of work experience in a regulatory environment or equivalent. This requirement is desired but not mandatory;
- Must have at least less than five (5) years of experience in criminal and civil litigations;
- Recent graduates are encouraged to apply; and
- Must be residing in Port Moresby.
2. INVESTIGATION OFFICER - SOUTHERN REGION
Reporting directly to the Regional Manager – Southern, the Investigation Officer is responsible for amongst other duties; investigating consumer complaints, monitoring prices of certain declared monitored goods, inspecting and certification of weighing and measuring instruments/equipment used in trade, assisting with ICCC product safety surveys, conducting business and consumer education and awareness, conducting monthly fuel price inspections, collaborating and networking with relevant national and provincial-based stakeholders, and participating in joint multi-agency enforcement operations.
Interested applicants must possess the following qualifications to be considered for the position:
- Bachelor in Food Technology, Business Management, Science, Law, or Economics;
- Minimum of 2 years work experience in a similar role;
- Recent University Graduates are encouraged to apply;
- Is familiar with the work of the ICCC;
- Must possess excellent research, report writing, facilitation, presentation and representational skills;
- Must possess sound analytical and problem-solving techniques and skills;
- Conversant with Microsoft office applications; and
- Must be residing in Port Moresby.
