2025 PUBLIC MOTOR VEHICLE (PMV) AND TAXI FARE REVIEW

RELEASE OF FINAL REPORT

The Independent Consumer and Competition Commission (‘ICCC’) announces the conclusion of the 2025 PMV and Taxi Fare Review, and the subsequent release of the Final Report.

In the Final Report, the ICCC has made the following key determinations, balancing regulatory rigour and operational realities;

  • PMV fares for designated urban and non-urban routes across PNG have been set to increase by 60 percent (60%) in phases throughout all regions. This 60 percent (60%) increase will be implemented gradually over the initial three years at a rate of 20 percent (20%) per year, affecting urban, peri-urban, and non-urban routes.
  • Taxi fares across the nation will increase by 40% in 2026; however, this increase will increase in phases over a period of three years, with increments of 16 percent (16%), 14 percent (14%), and 10 percent (10%), respectively.
  • There will be annual adjustments on the PMV & taxi fares based on the monthly prices for fuel (diesel and petrol) and the Underlying Consumer Price Index (CPI); and
  • The weighting for fuel is at 60 percent (60%) and the weighting for CPI is at 40 percent (40%) for both PMV and Taxi fares.

The new fares will be published in the National Gazette to take effect as of 1st January 2026.

Copies of the Final Report for the new fares can be obtained from the ICCC’s Regional Offices in Port Moresby, Lae, Kokopo and Mt Hagen.
