INDICATIVE RETAIL FUEL PRICES – JANUARY 2026

The Independent Consumer and Competition Commission (‘ICCC’) hereby announces the new retail fuel prices for this month, which will take effect on Thursday, 8^th January 2026.                    

For this month, the Indicative Retail Prices (‘IRP’) for petrol, diesel and kerosene will all decrease on average throughout the nation.

These retail price decreases are mainly attributed to diminished demand, as peace negotiations between Russia and Ukraine progresses, and China’s economy stalls. This significantly caused the international prices for refined petroleum, products to decreased, as indicated by the significant decreases in the Import Parity Prices (IPPs), or the import-equivalent costs for importing refined products into Papua New Guinea.

The domestic retail fuel prices for this month are inclusive of the IPP for each petroleum product, domestic sea and road freight rates for the first quarter of 2026, the approved annual wholesale and retail margins for 2026, and the Goods and Services Tax (GST), including the applicable excise duties, among other parameters.

PORT MORESBY

As a result of adding all the various cost components mentioned above, the maximum retail price for petrol, diesel and kerosene in Port Moresby will change as follows:

ALL CENTRES

For all other centers, the maximum retail prices for each regulated petroleum product will change on average, as follows:

• Petrol prices will decrease by 3.14 toea per litre;
• Diesel prices will decrease by 16.84 toea per litre; and
• Kerosene prices will decrease by 75 toea per litre 

ENFORCEMENT AND COMPLIANCE

As part of the ICCC’s enforcement and compliance of fuel prices, the ICCC Officers will conduct inspections to all service stations to ensure prices of fuel products consistent allowable maximum prices.

The following ICCC officers listed below will conduct compliance inspections checks in Lae, Mt. Hagen, Kokopo and Port Moresby, respectively:

• Jayson Ray, Mr. McWin Pea, Mr. Cristopher Gabesoa, and Mr. Bill Boiu will conduct compliance inspections to all service stations in the National Capital District and Central Province. They can be reached on telephone number, 312 4600;

• Dorcas Baining Julai and Mr. Bosco Uraliu will conduct compliance inspections in Kokopo, Rabaul, Kerevat, Warangoi and Toma. She can be reached on telephone number, 982 9711/982 8476; and

Inspections in other provinces will be undertaken by ICCC Agents under the respective Provincial Administration.

The prices set by the ICCC are the indicative maximum retail prices, however, retailers may choose to sell below the ICCC-approved maximum price.

Whilst retailers may choose to set fuel prices on their pumps to one decimal place, the ICCC will continue to set the maximum price to 2 decimal places. No fuel pump operator should charge above the Indicative Retail Price for this month’s price regardless of the number of decimal places. This is to ensure compliance with the Prices Regulation Act Chapter 320 (‘PR Act’) under which the maximum prices for fuel products are set. Retailers who are displaying prices to 1 decimal place are urged by the ICCC to round the prices down to ensure prices are within the allowable indicative retail prices.

ICCC Inspectors will conduct regular spot checks on 8^th January 2026, to ensure on-going compliance by retail fuel operators.
