POSTAL SERVICES REGULATORY CONTRACT REVIEW - RELEASE OF THE ISSUES PAPER
The Independent Consumer & Competition Commission (ICCC) wishes to inform all relevant stakeholders and members of the general public that it is currently undertaking a review of the Postal Services Regulatory Contract.
The existing five-year Postal Services Regulatory Contract between Post PNG Limited (Post PNG) and the ICCC is due to expire on 31st December 2026. Consistent with the requirements of the existing regulatory contract and the Independent Consumer and Competition Commission Act 2002 (ICCC Act), a review must be undertaken in order to establish a new regulatory contract before the current one expires.
To commence this process, the ICCC is formally releasing an Issues Paper to invite comments and submissions from stakeholders and the public. As part of the public consultation process for establishing a new Regulatory Contract, certain aspects of the current contract, as well as related regulatory and policy matters, will be examined and adjusted where necessary.
Comments received will be considered by the ICCC in determining the most appropriate regulatory framework for Post PNG during the upcoming regulatory period. Post PNG, its customers, and other interested stakeholders are encouraged to review the Issues Paper and provide their input, which will assist the ICCC in making a well-informed decision.
The public will also have a further opportunity to comment on the draft Regulatory Contract once it is released.
The tentative timeframe for the review process is provided in the table below:
