POSTAL SERVICES REGULATORY CONTRACT (2022-2026) REVIEW - RELEASE OF THE DRAFT REGULATORY CONTRACT
The Independent Consumer and Competition Commission (ICCC) wishes to inform stakeholders and the general public of the release of the Draft Report and Draft Regulatory Contract for Post PNG Limited (Post PNG).
The current five-year Regulatory Contract between the ICCC and Post PNG will expire on 31st December 2026. As a result, the ICCC is undertaking a review to determine the regulatory arrangements that will apply to Post PNG for the next five-year period, from 2027 to 2031.
Following the release of the Issues Paper on 28th February 2026, the ICCC received submissions from stakeholders and conducted its own independent assessment of the postal industry. After considering the information available, the ICCC has prepared the Draft Report and Draft Regulatory Contract.
The ICCC is now inviting stakeholders and interested members of the public to review these documents and provide comments and feedback. A one-month public consultation period is given to allow all interested parties to participate in the review process.
Comments and submissions received during this consultation will assist the ICCC in finalising the Final Report and Regulatory Contract for Post PNG for the 2027–2031 regulatory period.
All submission or comments should be forwarded to the ICCC no later than 31st July 2026. Late submissions will not be considered.
Copies of the Draft Report and Contract can be obtained from the ICCC’s website (www.iccc.gov.pg) or collected from the ICCC’s Head Office at 2nd Floor Post Office Building, Boroko.
